证监会副主席范福春表示创业板两会后很快推出，首批不设规模限制，够条件中小企业都会取得上市资格
"创业板各项准备工作都在积极筹备进行，两会之后很快就会推出。"昨日，在全国政协委员下榻的京丰宾馆，证监会副主席范福春如是介绍市场关注的创业板进展情况。
昨日上午，范福春一走出宾馆房间就被等在门口的记者候个正着。面对众多记者的提问，范福春几乎有问必答。对于市场普遍关注的创业板情况，范福春介绍说，创业板各项准备工作都在积极筹备进行之中，首批不会有规模的限制，凡是够条件的中小企业都会取得上市资格。他还介绍说，创业板与主板肯定有区别，具体的规则到时会向市场公布。
对于国内国际关注的红筹股回归，以及境外企业A股上市问题，范福春表示，这些都属于对外开放的问题，需要循序渐进、以我为主制定政策，但近期不会有新的政策出台。他同时表示，境外公司包括红筹股A股上市问题目前有关部委正在协调之中，但具体方案何时出台暂时很难说，需要与金融监管机构协调。
"没有什么难点，只是需要协调，需要制订相应的规则。"范福春特别强调。此外，范福春还谈到了外资银行A股上市的问题。他介绍说，证监会目前还未收到任何外资银行A股上市的申请。
对众多政协委员提案中涉及的印花税问题，范福春表示，提交该类提案是政协委员的参政议政权力，对于提案本身他不方便给予评论。在多层次资本市场建设方面，范福春表示，这类问题证监会的政策早已明确清楚。他同时强调，场外交易之类的问题一定要统一到监管工作会议中，它是多层次资本市场的重要组成部分。
对于B股再融资问题，范福春表示，证监会正在积极推进，现在就纯B股公司再融资的问题还没有解决。对央行可能加息给证券市场带来的影响，范福春称此类问题投资者应自己去判断，监管机构对于2008年的证券市场走势不会给予任何评价。
最后，范福春还对2008年资本市场发表了自己的总体看法。他表示，今年资本市场要在规范之中继续健康发展，"这是证监会总的方针，从来没有改变。"(四川金融投资报)

全国人大常委会副委员长成思危日前透露，创业板的准备工作基本就绪，就等一声令下；有关部门对股指期货的研究也进行了多年，现在可以说也是万事俱备。这两项制度创新"会在两会以后分别实现"。
在"2008中国国际私募股权投资论坛"上，成思危指出，股指期货开始的时候门槛要高，不能让所有市场投资者都能参与。另外，保证金也要有所控制，如果保证金比例定得很低，风险就会很大。
他认为，创业板推出以后，风险投资会更敢于投入创新型企业。"创业板的条件，一是门槛比较低，二是不要求三年盈利，但同时它的风险也会比较高，所以监管也比较严。"他提出，有必要在中国建立本土的私募基金，而且主权基金和私募基金相辅相成并不矛盾。
成思危指出，在应对外资并购的问题上，最主要的办法是要把国内的私募基金发展起来。"当然，私募基金的成立，需要有一套严格的制度，没有制度容易出问题。但制度建设应该是动态的，即在制度建设基本完备以后就该推出。"私募基金的推出，目前条件已基本成熟。本土的私募基金在并购国内企业上有优势，因为对国情比较了解，对企业的情况比较了解。
成思危判断，今年的风险投资将会有较大的发展。但是，还是要非常谨慎。风险投资的扩大、私募基金的推出、创业板的设立、股指期货的上市，既带来机遇，也带来挑战。

全国政协委员、中国证监会副主席范福春昨日表示，融资融券业务今年有希望推出，"就看我们准备工作的进度了"。他同时表示，红筹公司发A股正在积极准备当中，只有先解决了红筹公司发A股的问题，才能谈境外公司A股发行上市的问题。
昨日，在全国政协十一届一次会议开幕会前后，范福春两次接受了本报的采访，就一些市场热点问题作了解答。
在回答今年是否将考虑允许B股公司再融资的问题时，他说："再融资问题，我们正在积极推进，其实现在只有纯B股公司的再融资问题还没有解决，其他的都已经解决了。"
关于股指期货，范福春说"也正在积极努力"。
对于市场，他表示，"资本市场今年要在规范之中继续健康发展，这是我们总的方针，从来没有改变。"
当被问及对单边征收印花税等提案的看法时，他说，"政协委员提出提案，是他们参政议政的民主权利，所以对他们提出的提案，我不能发表评论。"
关于美国次贷危机对A股市场的影响，他认为主要在心理层面。范福春还就创业板、新股发行制度改革等问题，一一作了回答。
据悉，作为全国政协委员，范福春将就规范上市公司大股东行为提出相关提案。（上海证券报）
English writing in China is considered unsatisfactory and problematic. General guideline in middle-school English teaching stipulated that students ought to have basic abilities in writing. However, their level of English writing is still low. Writing is regarded as a primary criterion of checking learner’s capability of applying language. However, English writing has been neglected for a long time. Almost in every classroom, you will see teacher imparting grammatical knowledge to students, but few imparting knowledge about writing to them. This paper will not focus on the pure grammar, but on the word, sentence, paragraph and chapter, which are combined to make up a composition. 2. Description of errors in students’ English writing

3. Problems involved in students’ writing
3.1 Improper choices of words
In writing, quite a number of students fail to choose and use the correct and appropriate English words. They could not discriminate the synonyms. The following examples are taken from students’ writings:
(1) In area, China is the third largest state in the world.
(2) The program has won the support of the whole land.
(3) China is my native nation.
(4) The company is of country-owned enterprise.
(5) They lived in a little town.
(6) I can never forget the small town where I spent my happy childhood.
The above sentences are unacceptable. Students mingle the meaning of words. Country, nation, state and land have more or dofus kamasless the same denotation and may all be translated into guojia in Chinese, but their connotations are quite different. Country refers to an area of land and its population and government, nation emphasizes the people of a country, state refers to the government or political organization of country, and land is less precise but more literary and emotive than country. Small and little are often interchangeable, but there is some difference in emotional coloring between them. Small is objective, while little may imply a feeling of fondness. Therefore, the above sentences could be revised as the following:
(1) In area, China is the third largest country in the world.
(2) The program has won world of warcraft gold

(4) The company is of state-owned enterprises.
(5) They lived in a small town.
(6) I can never forget the little town where I spent my happy childhood.
